A few hours before the inauguration ceremony, the prospective president receives an elaborate and highly classified briefing on the means and procedures for blowing up the world with a nuclear attack, a rite of passage that a former official described as “a sobering moment.” Secret though it may be, we are at least aware that this introduction to apocalypse takes place. At some point in the first term, however, experts surmise that an even more secret briefing occurs, one that has never been publicly acknowledged. In it, the new president learns how to blow up the Constitution.
The session introduces “presidential emergency action documents,” or PEADs, orders that authorize a broad range of mortal assaults on our civil liberties. In the words of a rare declassified official description, the documents outline how to “implement extraordinary presidential authority in response to extraordinary situations”— by imposing martial law, suspending habeas corpus, seizing control of the internet, imposing censorship, and incarcerating so-called subversives, among other repressive measures. “We know about the nuclear briefcase that carries the launch codes,” Joel McCleary, a White House official in the Carter Administration, told me. “But over at the Office of Legal Counsel at the Justice Department there’s a list of all the so-called enemies of the state who would be rounded up in an emergency. I’ve heard it called the ‘enemies briefcase.’ ”
These chilling directives have been silently proliferating since the dawn of the Cold War as an integral part of the hugely elaborate and expensive Continuity of Government (COG) program, a mechanism to preserve state authority (complete with well-provisioned underground bunkers for leaders) in the event of a nuclear holocaust. Compiled without any authorization from Congress, the emergency provisions long escaped public discussion—that is, until Donald Trump started to brag about them. “I have the right to do a lot of things that people don’t even know about,” he boasted in March, ominously echoing his interpretation of Article II of the Constitution, which, he has claimed, gives him “the right to do whatever I want as president.” He has also declared his “absolute right” to build a border wall, whatever Congress thinks, and even floated the possibility of delaying the election “until people can properly, securely, and safely vote.”

But the programme and its presenter point the finger at the wrong culprit: ‘humanity’, rather than the bosses. To save the planet, we need system change. The recent Netflix programme A Life on Our Planet is styled as David Attenborough’s “Witness Statement”. It is a documentary charting the chronology of climate change and loss of biodiversity as it has unfolded during his lifetime, concluding with his vision for a better future. Whilst providing a moving reiteration of the terrible effects of climate change – with characteristically compelling visuals – Attenborough fails to really get to grips with why this is happening in the first place.

How Criminal Charges Against a Wall Street Icon Went from Front Page News to a Yawn at the New York Times On May 2, 1985 the highest law enforcement officer in the United States, the head of the U.S. Department of Justice, Attorney General Edwin Meese, held a news conference to announce that the sixth largest brokerage firm on Wall Street, E.F. Hutton, was pleading guilty to 2,000 felony counts of wire and mail fraud. It had also agreed to pay criminal fines of $2 million and up to $8 million in restitution to the 400 banks it had defrauded. The fraud had lasted less than two years, from July 1, 1980 and February 28, 1982, and consisted of the following according to the Justice Department: “The essence of the charges was that Hutton obtained the interest-free use of millions of dollars by intentionally writing checks in excess of the funds it had on deposit in various banks.” By Pam Martens and Russ Martens

Life, Liberty, and the Pursuit of Solar Power After Hurricane María We, the colonized of Puerto Rico, declare our inalienable rights to self-determination and survival. After Hurricane María tore through Puerto Rico in 2017 and during the botched relief efforts by the Trump administration and our local government, we Puerto Ricans, at home and abroad, stepped up to take care of our own. Community kitchens and small-scale organic farms sprang up. Retirees restored electricity, doctors chartered planes full of medical equipment, everyday people smuggled in solar light bulbs, and neighbors rebuilt their local roads and bridges. The storm’s aftermath exposed Puerto Rico’s status as the world’s oldest colony and all the dysfunction and disempowerment that comes with it. Millions went without proper shelter, running water, food, medical supplies, or electricity for up to 11 months, falling through the cracks of a U.S. system designed to discriminate against its possessions, its “territories.” Within the operations of the local government, we recognized the signature brand of corruption imported from the United States and held our breath in anticipation of the overdue political change that this international embarrassment would certainly bring.
